 Twentieth Amendment to the Constitution


     This Bill was introduced by the Minister of Justice on 22nd October 2020 and consists of a 2/3 special majority vote.It received 156 votes in favor and 65 votes against.Accordingly, it will become law in force in the country after the Speaker signs it on October 29, 2020.

  1. Limiting the number of terms of the mandate sought by the President to four years.(The 18th Amendment provides for a declaration by the people to seek a mandate to re-elect the President for a further term after four years in office, and the 20th Amendment amends it to a second term.).        
  2. Eliminate the responsibility of the President to protect and abide by the Constitution.          
  3. Restricting the possibility of prosecution against the President.                                           
  4. Abolition of the Constitutional Council and replacement of the Parliament.                             
  5. Confirmation of the power of the President with regard to the Cabinet.                                          
  6. The President has the sole power to appoint the Attorney General.                                             
  7. Increasing the powers of the President with respect to Parliament.                                                          
  8. The time required to expose the public is reduced when a common law is inParliament.                                                                      
  9. The President can pass a bill in Parliament through a referendum that is rejected by Parliament.                                                                        
  10. Allowing a person who is a citizen of a foreign country to be elected to Parliament and to be elected President.                                       
  11. The minimum age of a presidential candidate is reduced reduced.                                   
  12. The powers of the Election Commission will be reduced.                                                               
  13. The president has the sole power over the judges of the Supreme Court.
                   * The number of judges in the Supreme Court                        has been increased from 11 to 17 by six.

                   * The number of judges in the Court of Appeal                         has been increased from 12 to 20 by 8.          
                   * The president also has the power to appoint                         that increasing number of judges.

     14. The President may remove members of the                         Judicial Service Commission for any reason.

     15. Reintroduction of Provisions on Emergency Acts.

     16.Removal of the power of the Bribery or Corruption.            Commission.

     17. Abolition of the National Procurement                                 Commission.

     18. Abolition of the Audit Services Commission.

     19. Removal of State Companies and the Presidential              Secretariat from the Prime Minister's Office under              the supervision of the Auditor General.

     20. Reduction of powers of the National Police                          Commission.
